A good location to do this would be at West Varrock - the bank is right across the street from two anvils, making it very convenient. Lumbridge is good location for steps 3 and 4, as you are close to a chicken farm to get the feathers necessary for the arrow shafts - and you are surrounded by basic trees to get the logs to make the arrow shafts.
